In 1995, the WHAM Committee became very concerned at the confusion which existed generally about the planning of harbours, marinas etc in Scotland. District Councils and their consultants had been making decisions which were not in the best interests of either the public or cruising yachtsmen. After two years work and after several drafts, the Committee published a paper “Recreational Harbours; The Future” in April 1997. It covered every type of harbour, from those manmade, with full facilities for all sizes of vessel, to completely natural ones such as Clas Uig in Islay pictured below. The paper was distributed to all District Councils and their consultants in Scotland, several of whom said that they would adopt it as their official policy for the future.
